The police clearance to be submitted is a Regional Passport Police Clearance from the Regional Passport Police Office in the area nearest you and not just from the local police superintendent of your locality. Once you have obtained the Regional Passport Police Clearance, you need to have it attested by the Ministry of External Affairs, Patiala House, New Delhi prior to the attestation by the Philippine Embassy, New Delhi or by the relevant officials of the State Government in your province prior to the attestation by the corresponding Philippine Consulate.
