In Person: You may apply for a temporary visitor's visa for pleasure or business through the Consular Section, Philippine Embassy, 50-N Nyaya Marg, Chanakyapuri, New Delhi, in front of the National Railway Museum or through any of the Philippine Consulates in Mumbai, Chennai and Kolkata. Please go to Contact Details for information on how to contact the Philippine Consulates in those cities. 

Through a Travel Agency: You may seek the services of any reputable travel agency to forward the application to the Philippine Embassy, New Delhi. For now, only agencies who are active members of the Overseas Tour Operators Association of India (OTOAI), Travel Agents Federation of India (TAFI) or Travel Agents Association of India (TAAI) are allowed to submit tourist visa applications for their clients. Even if you will submit the application form through a travel agent, it is still expected that you, the visa applicant, fill out the visa application form yourself to avoid any discrepancy between the data on the application form and other related supporting documents and/or the omission of information which may result in the disapproval of the visa application.

Note: Visa applications submitted by mail or by courier are not accepted.

Upon submission of completed visa application requirements, the applicant or the applicant's representative will receive a claim stub which contains a transaction number and the date when the passport can be collected.

Application in Other Countries: Apart from country of origin, Indian nationals may also apply for temporary visitor's visa for business and/or pleasure at the place of legal residence and through Philippine Embassies and Consulates in countries that require entry visas to Indian nationals.
